
Julie Fraser’s Four Point Plan
Change the council. Change the culture.
My Four Point Plan is built around the pillars of: People, Planet, Prosperity, and Governance. Because local government isn’t just about services — it’s where democracy touches the ground. It’s where we shape daily life, build trust, care for Country, and create places where everyone feels safe to belong.
1. PEOPLE
Safer, stronger, more connected communities - Darwin should feel safe and welcoming for every family. Council already has targets to improve community safety, liveability, and youth participation — I’ll make sure we follow through.
What I’ll do:
Establish regular “Community Forums” across suburbs, giving residents direct access to decision-makers.
Push for open council decisions and plain-language updates on what’s happening.
Increase youth spaces and programs, tying into the Strategic Plan’s Youth Action Plan.
Expand walking and cycling paths (with shade) to help people move safely and stay active.
Support cultural and recreational hubs in suburbs, so not everything is CBD-centric.
2. PLANET
Future-proof Darwin - Council’s plan calls for net-zero emissions by 2030 and a Greening Darwin Strategy. I’ll keep council accountable and make sure climate action is visible in every neighbourhood.
What I’ll do:
Back council’s commitment to net-zero operations by 2030 with transparent annual progress reports.
Protect shady public parks and increase canopy cover — especially in suburbs with little green space.
Champion renewable energy projects and energy-efficient council infrastructure.
Support the community campaign to protect Lee Point – Binybara, ensuring cultural and environmental values are respected.
Expand composting hubs, verge gardens, and local food projects, building on council’s Waste Strategy.
3. PROSPERITY
Supporting locals, building pride - Darwin 2030 sets goals for a smart, prosperous city that attracts and retains people. I’ll make sure local workers and businesses benefit first.
What I’ll do:
Enforce council’s “Buy Local” policy (30% weighting on local content, 95% procurement within Darwin).
Strengthen small business networks with pop-up events, maker markets, and cultural festivals.
Partner with First Nations businesses and organisations to drive innovation and cultural tourism.
Advocate for Activate Darwin and City Deal projects to actually deliver benefits for residents — not just consultants.
Support innovation hubs and STEAM programs that give young people skills for the future.
4. GOVERNANCE
Transparent, responsive leadership - Darwin 2030 commits to better planning and open decision-making. But culture change at council is overdue — that’s why I’m running.
What I’ll do:
Trial participatory budgeting in suburbs, letting locals decide how improvement funds are spent.
Create advisory panels (youth, multicultural, First Nations, small business) so decisions are shaped with real input.
Push for a “What’s Happening at Council” digest in plain English and community languages.
Hold council to its own targets — publishing annual report cards on progress against the Darwin 2030 plan.
